United front tackles surveyor safety |
CLASSIFICATION trio DNV, Lloyd’s Register and ABS have together set in place a new initiative that could have a significant impact on shipyards, offshore platforms, manufacturers and other third party sites.
The central theme of the new safety drive is based on the principle that all elements of the working environment for a surveyor must be safe. As such, it identifies five key safety concerns that surveyors face:
- Entry into confined spaces
- Access to, from and within the workspace
- Safe plant and equipment
- Working at height
- Transferring between vessels at sea.
In addition to this, the scheme also identifies a number of clear and simple expectations specific to each of these concerns that need to be in place if serious injuries and even fatalities are to be successfully prevented.
‘We only have to look at accident records to realise very quickly that the principal risk to the health and safety of our surveyors occurs on third party sites, and, as experienced as our surveyors are, they are heavily reliant on a ship’s crew or the site controller for their safety,’ stated Mark Pavey, Safety Manager at Lloyd’s Register.
‘This joint initiative aims to highlight this situation, raise everyone’s awareness and unite class societies in rectifying unsafe practices where the lives of our surveyors are put at risk.’
Commenting for ABS, Safety Manager Doug Ward, said: ‘Although the vast majority of locations around the world have good safety arrangements in place, it remains the case that some locations and countries don’t implement satisfactory safety procedures.’
Too frequently, a surveyor has to decide whether he or she should enter a confined space that may not have been adequately ventilated, climb scaffolding that appears flimsy or poorly erected, or step between vessels in pitching seas without a life preserver or adequate support crew. We have to encourage our clients to make the surveyor’s decision to proceed the right one,’ he concluded.
‘Even experienced surveyors can be put under pressure to carry out their work in a potentially unsafe location concerned that failing to do so may result in another class society being used,’ claimed Per Linden of DNV. ‘Under this initiative a refusal to work from one of us due to an unsafe condition will represent a refusal from us all and we value the strength of this collective approach.’
The class societies, they are now in the process of informing their clients and those involved in the control of the work places of the scheme, and will be working closely with them to ensure that the appropriate measures are taken. According to Pavey: ‘We can improve safety because the expectations are straightforward and based on common sense.’
‘Class NK and the Russian Maritime Register of Shipping have already signed up with us [joining the CRS] and it is our hope that this will act as a catalyst for the members of the International Association of Classification Societies, who are currently studying the issue, to join the initiative in the near future. We all face the same hazards in similar locations around the world and we can all benefit from being involved.’

| Full spade rudder with a twist |
|
WHAT IS believed to be the world’s largest full spade rudder has been installed on the first of a series of 8400TEU containerships under construction at Daewoo Shipbuilding & Marine Engineering (DSME) in South Korea.
Engineered by Becker Marine Systems, the installed twisted TLKSR rudder measures 67m2 and is designed for a speed of about 26kts. The range is designed to avoid rudder induced cavitation erosion that can damage conventional semi-spade rudders on these fast vessel types.
Shipowner E.R. Schiffahrt of Hamburg, will equip their series of nine 8200TEU container vessels being built at Hyundai Heavy Industries, Korea, with similar 67m2 TLKSR rudders.

X-Craft launched |
|
THE LARGEST catamaran ever to built in the United States and one of the fastest large naval craft in the world has been launched at the Nichols Brothers Boat Builders shipyard in Washington (see also pages 28 – 29 of this issue).
Named Sea Fighter, the XCraft is a high-speed, experimental vessel that will test a variety of technologies intended to allow the US Navy to operate more effectively in littoral, or near-shore, waters.
The craft is powered by an integrated propulsion system that includes two MTU 16V 595 TE90 diesel engines and two GE LM2500 gas turbines in a COmbined Diesel Or Gas turbine (CODOG) configuration with a specially built combining gearbox. The system propels the X-Craft with four waterjets to speeds of more than 50kts.
The ship's monitoring and control system are MTU's modern MCS5 Type 2 and RCS 5 system. In addition, the ship's electric power supply is generated by four diesel generator sets with MTU Series 60 diesel engines.
The aluminium vessel has four high-efficiency Kamewa 125 SII waterjets, which will deliver 50.4MW of power, driving the vessel to speeds of up to 50kts. The independent units make sideways movement possible, for simplified operations and berthing.
The X-Craft will travel to San Diego and will be put through its paces as part of an (initial) two year test programme.

PQ index for lubricants analysis service |
TOTAL LUBMARINE has updated its Diagomar Plus marine lubricants analysis service. The main improvements are the addition of the PQ index, the inclusion of a simple visual interface that indicates where action needs to be taken, and access to all historical ship analysis results.
The new PQ index has been added to give ships' engineers a rapid indication of the presence of magnetic debris in their oil samples, and to help identify when engine or equipment wear is occurring. A traffic light indicator gives the engineer rapid information that can be interpreted at a glance. 'Green' indicates that all is well, 'yellow' that there is something to investigate, and 'red' that urgent action is required. All reports include comments from a technical expert advising what action should be taken.
Sample analysis is carried out at three strategically located laboratories in Rotterdam, Singapore and Columbus, Ohio.
The revamp comes as the company are introducing a new lubricant specially designed for engines operating continuously with low-sulphur fuel.
Building on the success of its Talusia HR 70 range, Claude Ouvrier-Buffet, head of Total Lubmarine's Technical Department says the new Talusia LS 40 retains the same levels of detergency, anti-wear properties and thermal stability offered by Talusia HR 70, but has been designed especially for low-speed engines burning low-sulphur fuel.
‘Formulating a lubricant to cope with low-sulphur fuel oil is not just a question of diluting existing products,’ Mr Ouvrier-Buffet told MER. ‘However, dilution would reduce alkalinity, but would not leave enough detergency to protect the engine from a build-up of deposit precursors. Therefore Talusia LS 40 also has increased detergent properties to ensure that the engine is kept clean and protected from wear and corrosion.’
The cylinder lubricant has completed in-service tests and has been approved for use on Man B&W and Wärtsilä Sulzer engines.

Robotic Software for All
|
Oxford Technologies has launched low cost virtual reality software to allow sub-sea and underwater industry engineers to interact with 3-D worlds on the desktop.
VR4Robots® provides a high performance, cost effective way to visualise and animate robotic devices on a PC.
The software has been developed for use in exploration with ROV’s (Remotely Operated Vehicles) and, when connected to underwater manipulators, for repair and construction of oil rigs and underwater pipelines and cable systems.
Using VR4Robots®, engineers can create detailed solutions for remote handling by visualising and manipulating a virtual robot on their desktop. The software can also be connected to an existing robot controller for even greater versatility.
Alan Rolfe, Managing Director of Oxford Technologies, said: “VR4Robots® is the first high performance, low cost software to be released on to the market. It offers the same advanced capabilities as existing robotic virtual reality software but at significantly lower cost, enabling more engineers in more organisations to benefit from 3-D technology for remote handling solutions.”
As well as being cost effective, VR4Robots® is extremely user friendly. The robot is manipulated by controlling the gripper motion from a haptic device, mouse or joystick.
Users can fly through and view the virtual world with or without movement constraints. They can grasp and place any virtual object, limiting the robot motion with user defined constraints.
VR4Robots® also enables multiple user collaborations of robots in a common virtual world via a LAN connection. Other features include activity and component tracking and recording, robot motion recording and a generic robot model library to construct your own robot.

£2.8m boost for women in science |
The UK Resource Centre for Women in SET (science, engineering and
technology) received a £2.8 million boost Trade and Industry secretary,
Patricia Hewitt, announced Wednesday 23 2004.
The Centre, designed to assist the recruitment, retention and progression
of women in SET careers will receive an additional £800k in 2006/07 and a
further boost of £2m in 2007/08 from the science budget allocations that
were announced recently.
Ms Hewitt said:
"The UK science base is world class and record levels of funding show our
commitment to sustaining this. But to stay at the forefront we need to
harness all of our potential.
"We cannot afford to ignore the massive contribution that women make to
our economy. The resource centre plays a vital role in encouraging and
supporting women in science and engineering careers."
The funding will help the centre continue its vital work and areas where
the money will be spent on include:
* a national grant scheme for minority women in SET;
* setting up a satellite centre in Northern Ireland and hubs in other
regions; and
* national network, mentoring and development scheme,
"Entrepreneurship for women in SET"
The centre, based in Bradford's Science Park and launched in September
2004 by Patricia Hewitt, has made great progress in developing projects
and programmes. It is already offering a wide range of information
services to employers and employees and working closely with key
organisations such as the Athena Project, the Daphne Jackson Trust,
Portia, Equalitec and WISE.

MCCIP and MDIP launched |
Alongside the launch of ‘Charting Progress: An Integrated Assessment of the State of UK Seas’ which took place on the 1 st March at the National Maritime Museum, Greenwich Defra Minister for Environment and Agri-Environment, Elliot Morley, launched two important initiatives for the future of UK Marine Science.
The Marine Climate Change Impacts Partnership (MCCIP)
The aim of MCCIP is to provide a UK wide co-ordinating framework for the transfer of high-quality marine climate change impact evidence to policy advisors and decision-makers. The MCCIP partnership is a development from the MarClim programme where a community of stakeholders has utilised a wide range of data holdings to better understand climatically driven change in the seas around the UK. The oceans play a major role in climate change and in a UK context our climate is highly dependent on the hydroclimate of adjacent seas. Plausible scenarios of future marine climate are needed to assess the scale of the potential impacts of climate change on the marine environment and its associated biological systems and their possible socio-economic effects, as well as to help prepare plans for adaptation. The partnership will act as a focal point to investigate, inform, advise and encourage action, in order to adapt to the challenges and opportunities presented by the impacts of climate change in the marine environment.

He delivered his first speech before nearly 700 members and their guests at the IMarEST Annual Dinner on Friday 11 March, when Martin Stopford, Managing Director, Clarkson Research was the guest speaker, with the reply from The Revd Canon Bill Christianson, Secretary General, Mission to Seafarers.
" There are insufficient numbers of public figures – celebrities if you like – in science and engineering, or perhaps it is the fact that they are just not very communicative, or consider it important, to explain to the Gods of the telly what it is they are about."
He decried the lack of role models who might encourage young people to consider a career in engineering at the institute's annual dinner on Friday evening. He blamed television in particular for prompting ambitions to be vets, lawyers and forensic scientists while deterring "young minds" from going into business. "When did you see a company chairman portrayed in a good light?" he said. The status given to news presenters makes that an attractive career option, he went on. "Engineers don't end up shouting at the Chancellor of the Exchequer," he pointed out, while celebrities such as pop singers are expected to have views on everything from the environment to debt relief. |

One of the final, and most enjoyable, tasks in the year of duty for the President of IMarEST – the Institute of Marine Engineering, Science and Technology – is to present award certificates and medals for technical papers and technical examination results during the 2003/2004 technical session. Shipping safety; the safety of maritime engineering applications; foul-release coatings; dry docking; ship structural strength assessment; and offshore engineering are topics that have won their authors medals.
Dr Bil Loth, past President, presented two Denny Medals, the SMI Donald Maxwell Award, Stanley Gray Medals and the William Theodore Barker Award to authors from the UK, Malaysia, Belgium, Singapore, New Zealand and Sri Lanka at a ceremony at IMarEST on 10 March. The award ceremony took place shortly before this year’s AGM at which his successor, Maurice Storey CB, was officially adopted as President of the Institute.
The evaluation for IMarEST awards and medals for technical papers is carried out by the Institute’s Proceedings Supervisory Board. Twenty-nine papers were considered for awards for the 2003-2004 period; the winning papers serve to demonstrate the wide interests of members of the Institute.

With exactly a year to go, all the building blocks are in place for London’s major marine event of 2006 - the World Maritime Technology Conference (WMTC 2006) being held at the Queen Elizabeth Conference Centre, Westminster in the heart of London (6-10 March 2006).
