Boat Safety Scheme (BSS)
The BSS is a joint initiative between British
Waterways and the Environment Agency which specifies safety
construction and maintenance requirements for pleasure and
hire boats on inland waterways.

(CEN)
While containing no standards for free downloading
the CEN site does give some information on standards under
development. To reach the marine section from the home page

2. International Standards Organisation
(ISO)
While containing no standards for free downloading
the ISO site does give some information on existing and developing
standards. To reach the marine section from the home page
select “International Standards” in the “Products
and services” section. This leads to a list of “ICS
Fields” and #47 of these is “Shipbuilding and
marine structures” which includes both inland waterways
vessels and small craft.

European Commission (EC)
The EC regulates inland waterways transport
through a number of Directives which must be transposed into
national legislation. Specific information on inland waterways
issues as they relate to freight including the directive on
technical standards for inland waterways vessels can be accessed
through the Inland Waterways Observatory.

Health & Safety Executive (HSE)
The Safety Policy Division (SPD) website
has links to the HSE areas which have an influence on marine
activities – in particular the “Marine & Aviation”,

Standard for Small Vessels
This site gives the standards for construction
of small pleasure vessels and is arranged so that the viewer
can download relevant sections of the standards.

A very comprehensive site which links to
regulations; recalls and safety defects; and advisories.

3. American Boat & Yachting Council (ABYC)
Website describing the work activities of
the ABYC along with standards and study guides relating to
marine technologies relevant to boats and yachts. There are
no “free to download” standards. Some areas of
the website are members-only.

Marine Accident Investigation Branch
(MAIB)
The Marine Accident Investigation Branch
(MAIB) examines and investigates all types of marine accidents
to or on board UK small craft and ships worldwide, and other
ships in UK territorial waters. The MAIB are located in Southampton
and are a separate branch within the Department for Transport
(DfT). It is not part of the Maritime and Coastguard Agency
(MCA).
Their web site provides a very useful links page of its own
“MIAB: Useful Links” and gives access to current
MAIB investigations and published reports.

Maritime & Coastguard Agency
(MCA)
A large and comprehensive website which
covers MCA activities. Those interested in small vessel issues
are guided towards the side bar navigation panels titles -
“Guidance and Regulations” “Safety Information”
(particularly the pleasure craft info pack) and “Survey
and Certification” (Code vessel issues).

Recreational Craft Directive (RCD)
1. European Commission Directorate-General
Enterprise
The website of the Maritime Industries section
of D_G Enterprise contains comprehensive information on the
RCD including links to additional explanatory information
on ‘new approach’ directives; interpretation of
the directive and developing issues. Of particular interest
is the ‘Comments Combined’ manual which gives
EC interpretations and guidance on the RCD.

2. Recreational Craft Sectoral
Group (RSG)
The RSG is a group representing the EC,
Notified Bodies and others which meets to draw up agreed interpretations
on RCD issues to help foster a consistent approach between
everyone interested in the directive. The site contains links
to the RSG Guidelines including the ‘Recommendations
for Use’ – a system of recommended interpretations
which are from time to time endorsed by the EC.

The Standards and Technical Directorate
is the Government department which is responsible for the
RCD in the UK. This simple website gives relevant information
on the UK implementation of the directive as the Recreational

SC3
This is the portal to a comprehensive set
of web pages which contain information on the activities of
the UNECE in the areas of inland waterways, including the
standardization of technical safety requirements in inland
navigation (vessel standards). The portal also contains active
links to other important inland waterways web sites.

2. CEVNI (European Code for Inland Waterways)
CEVNI is the UNECE code relating to inland
waterways navigation safety and covers draught marks; shapes
& lights; sound signals; rules of the road; navigation
and berthing rules; and pollution prevention. The Code is
a 193 page pdf file.
