Conference Connection is pleased to launch its inaugural Bunker Fuel and Ballast Water Compliance Conference (BuBWCE’19), from Nov 13-14 2019 at the Sands Expo and Convention Centre, Marina Bay Sands Singapore.
The conference with a comprehensive & flexible two-track format will address and showcase practical impacts, best practices and contingency measures following adoption of IMO’s 0.5 sulphur cap regulations by 1 January 2020, and the Ballast Water Management Convention already ratified by eighty-one (81) countries and 80% of the global merchant fleet, with the requirement for installing a Ballast Water Management System on ships after 8 September 2019.
The Bunker Fuel Track will address the availability of low sulphur fuels, cost of compliance options, prospects for cost recovery and freight rates, the impact of widening spreads between HSFO and LSFO, fuel blend compatibility issues, prospects of substitution with LNG and LPG, as well as the impact of a ban on open-loop scrubbers by some Port States, on the race to install scrubbers in the run-up to 2020.
The Ballast Water Track will emphasize what conformity with strict water quality standards and adoption of mandatory ballast water management practices will entail and which flag and port states have put in compliance legislation to adopt the ballast water conventions - mandatory from Sep 8 - and requiring special treatment equipment and operation on vessels, stringent documentation & record keeping, and sampling & monitoring of ballast water by qualified & trained personnel.
