PURPOSE:
The Electrical (Technical) Officer is responsible to the Chief Engineer for the Safe and efficient operation, maintenance and repair of electrical and electronic equipment on board the ship and shall carry out duties as required by the Chief Engineer.
DUTIES:
The Electrical (Technical) Officer shall:
- Arrange regular inspections, tests and repairs of all ships electrical and electronic equipment.
- Maintain and undertake planned maintenance and complete appropriate records and reports as designated by the Company and/or the Chief Engineer.
- Ensure they are familiar with the machinery, electrical and control systems so that, in an emergency situation, essential services can be safely and speedily restored.
- Have a full understanding of, and abide by, Company policies, procedures, work permits and instructions, and the Code of Safe Working Practices.
- Assist with maintenance, inspection and survey work of electrical and radio equipment as directed by the Chief Engineer.
- Ensure that any information entered in maintenance records is accurate.
- Ensure hand-over notes encompass a comprehensive coverage of work completed during the commission.
- Ensure all manuals and drawings pertaining to electrical work and equipment are kept up to date.
- Changes to manuals or drawings shall be notified to the appropriate Fleet Superintendent or the Electrical Superintendent and the Chief Engineer to ensure all copies are updated.
- Notify the Chief Engineer of spare gear, equipment and store requirements.
- Be fully conversant with relevant and applicable Codes of electrical practice and the Code of Safe Working Practices for Merchant Seafarers.
- As a senior officer / head of department, The Electrical (Technical) Officer shall be responsible for overseeing crew / personnel management within the electrical department, including ensuring discipline is maintained onboard in accordance with the Code of Conduct for the Merchant Navy and the provisions of the Just Culture procedure.
- Uphold the Company Safety and Environmental policies and procedures and ensure that defects, incidents, near misses or unplanned events are reported and investigated in accordance with applicable company procedure.
- Assist the Chief Engineer with the preparation of the Running Repair list and supervision of major repairs and dockings. The Electrical (Technical Officer) shall meet and discuss daily with the Chief Engineer and those under their control, planned work schedules, progress and defects / problems encountered.
- Under the direction of the Chief Engineer carry out work on the D.P. System. No equipment maybe taken off-line whilst the vessel is operating in D.P. mode without the permission of the Master.
- Ensure that maintenance and repair work, done under their control in the Electrical Department is adequately supervised and carried out in a safe manner, in compliance with applicable rules and regulations.
- Be a "Responsible Person" for operations requiring a work permit. The Electrical (Technical) Officer shall ensure that all safety precautions are taken, and that the work is carried out in a safe manner and in accordance with the Code of Safe Working Practices.
- Be prepared to adopt or support other duties as directed by the Chief Engineer.
