The author proposes the establishment of a new regulatory mechanism — the Minimum Cadet Complement Certificate (MCCC) — designed to complement the existing Safe Manning Certificate (SMC). While the SMC ensures the operational safety of vessels through adequate manning levels, the MCCC would guarantee the structured training and development of future officers. By embedding cadet training obligations into regulatory frameworks, this initiative aims to secure the sustainability of the global maritime workforce and safeguard the continuity of seafaring professionalism for generations to come.
