The Common Weal is a somewhat archaic description of ownership in common. In this lecture I shall show how humanity interacts with the ocean with multiple and simultaneous overlapping interests, which have led a failure in the ‘common weal’: a ’tragedy of the commons’. Despite a highly regulated and, in theory, well-governed regime, human society has failed to protect the Ocean. But are there other solutions? I shall end the lecture by describing an exciting initiative at SAMS: the appointment of The Ocean to our governing Board.
